INTRODUCTION

All Rise will host RISE26, the world's preeminent training conference on addiction, mental health, and justice innovation, July 20-23, 2026, at the Gaylord Opryland Resort & Convention Center in Nashville, Tennessee. RISE draws more than 7,000 attendees each year, bringing together leaders, policymakers, and other key stakeholders from the legal, treatment, and social service fields, as well as the recovery and veteran communities, to learn the latest evidence-based practices for serving justice-involved individuals impacted by substance use and mental health disorders. 
 

SESSION CATEGORIES

All Rise is seeking session proposals that explore best practices in public safety and public health, including but not limited to collaboration, service delivery, programming, and policy responses to justice-involved individuals with substance use, mental health, and co-occurring disorders, and trauma. Proposals that examine best practices for specialized populations (e.g., veterans, children of incarcerated parents, individuals experiencing homelessness) and discipline-specific audiences are also welcome. All proposals must be grounded in scientific research and evidence-based best practices. Submissions should fall into one of the following categories: 

  1. Treatment court specific – All Rise seeks proposals that provide research findings, data analysis, and best practice implementation on the various treatment court models.
  2. Justice innovation – All Rise seeks proposals that highlight innovative justice system responses to emerging challenges. Topics may include but are not limited to cross-system collaboration, law enforcement, pretrial services, probation/community supervision, reentry services, or other solutions that promote accountability and public safety.  
  3. Treatment innovation – All Rise seeks proposals that highlight innovative social service and treatment responses to emerging challenges. Topics may include but are not limited to effective treatment, long-term recovery management, family-centered practices, housing, employment, vocational approaches, or other solutions that promote recovery and public health.


SESSION DESIGN: AUDIENCE SKILL/KNOWLEDGE LEVEL

All Rise is committed to offering RISE sessions that meet the needs of beginner, intermediate, and advanced learners to ensure that all attendees are appropriately challenged, supported, and engaged. The purpose of designing sessions for different learner levels is to promote effective and scalable learning that respects where learners are and helps them advance their knowledge and skills. During the submission process, you will be asked to identify the audience to which the session is designed to be delivered:

  • Beginner/intermediate – These sessions are designed for attendees who are new to the field or have some experience and understanding but are not yet fully skilled or confident in critical topic areas. These attendees are seeking a better understanding of how to apply the information to practice. 
  • Advanced – These sessions are designed for attendees who have more experience in the field and a deeper understanding and/or stronger skills in critical topic areas. These attendees need to be exposed to more complex information that will challenge them to be resourceful in applying cutting-edge and innovative practices.


SELECTION CRITERIA

The selection process is competitive. Proposals will be selected based on the following criteria:

  • Application of scientific research, best practice standards, and evidence-based practices
  • Relevance to both the field and a national audience
  • Ability to address cross-functional policy/program areas
  • Engaging format and interactive design
  • Originality, style, clarity, justification, and feasibility
  • The subject matter expertise and training experience of the presenters


Carefully review the additional criteria below before submitting your proposal:  

  • Sessions may be 1.25 hours or 3 hours in length.  
  • A maximum of three (3) panelists and one (1) moderator is permitted.  
  • When completing the session description and learning objectives portions of this application, please craft detailed language that can be used in the RISE mobile app to describe your session. If your application is accepted, this section of your application may be included in the app.
  • RISE26 presenters agree to provide All Rise with final electronic copies of any slide decks and/or handout materials for their session(s) no later than Monday, June 8, 2026. All materials will be made available to attendees via the RISE mobile app in PDF format. All handouts will be submitted to state and national accreditation boards for continuing education credit approval.
  • RISE speakers are expected to register for the conference and pay for their own travel/lodging expenses. Speakers receive a discounted registration fee of $495.
  • All Rise reserves the right to publish full or partial proceedings of RISE26. By presenting at RISE, you agree that All Rise has the right to include your presentation and its content in a future publication and/or on its websites, if All Rise so chooses. You are not precluded from publishing your material elsewhere, nor is All Rise obligated to include it in any book, monograph, scholarly journal, or other communication that may result from RISE.
  • The RISE call for proposals process is not intended for sessions that sell or market products or affiliated services. These sessions may be included as part of a sponsorship package. Sessions intended to sell or market a product or affiliated service should be directed to All Rise Director of Membership and Outreach Kristen Deutsch at kdeutsch@allrise.org.


COMPLIANCE WITH FEDERAL EXECUTIVE ORDERS

All submitted proposals and presentations must be consistent with applicable federal executive orders. Applicable orders include the following. All Rise reserves the right to require adherence to additional federal executive orders if issued.
