WELCOME TO THE RISE27 PROPOSAL & PRESENTER PORTAL

All Rise will host RISE27 July 19-22, 2027, at the Gaylord National Resort & Convention Center in National Harbor, Maryland. RISE draws more than 7,000 attendees each year, bringing together leaders, policymakers, and other key stakeholders from the legal, treatment, and social service fields, as well as the recovery and veteran communities, to learn the latest evidence-based practices for serving justice-involved individuals impacted by substance use and mental health disorders.

HOW TO USE THE PORTAL

Use the tabs in the navigation bar above to access information, prepare and submit your proposal, and, if your proposal is accepted, manage your presenter requirements. Before submitting a proposal, review the application requirements, selection criteria, and presenter expectations to ensure that you understand the information required and the commitments associated with presenting at RISE27.

RISE27 PRIORITY TOPICS

All Rise seeks high-quality, engaging, and innovative presentations that advance knowledge and practice across justice, behavioral health, public health, and public safety systems. Selected sessions should translate research, evidence, best practices, and real-world experience into meaningful learning that attendees can apply in their communities. Your proposal does not need to focus specifically on treatment courts. RISE27 welcomes topics with broader relevance across justice, treatment, behavioral health, social service, and related systems. Proposals should advance evidence-based and promising practices, address current and emerging issues, provide practical strategies and tools, introduce new or innovative approaches, and promote multidisciplinary learning and collaboration.
